For almost two years, the National Association of County and City Health Officials (NACCHO) has been developing a new definition of a functional local public health agency. The final definition will be available from NACCHO next month. This “Best Practices” program will feature a discussion of the current draft of the operational definition. A panel will respond to the remarks by NACCHO officials, and comment on how the new definition will affect modes of operation in their respective communities.

This toolkit is designed for those currently in public health practice, especially for those who are new to public health. The information included is for people in all branches and areas of public health practice, from environmental health to policy development to health communication, and everything in between. This toolkit contains introductory material on public health topics, education and training material relevant to public health practitioners, state and federal public health resources, and an index of pressing public health topics with which all public health practitioners should be familiar.

At the end of the course, you should be able to do the following:

·         Describe the role of local public health in Iowa

·         Identify the role of the local board of health

·         Identify relationships to the Iowa Department of Public Health, local board of supervisors, local county attorney, and other partners

·         Understand the aspects of bio-terrorism and the role/responsibilities of local public health in the event of a bio-emergency

·         Become familiar with CDC Bioterrorism grant requirements for FY 03-04

·         Define Terrorism using the B-NICE model

·         Define the role of public health in dealing with a terrorism attack

·         List three or more messages that should be sent to the general public regarding terrorism

The University of Iowa College of Public Health's Upper Midwest Public Health Training Center (UMPHTC), in cooperation with the Iowa Counties Public Health Association (ICPHA), has developed a series of practiced-based educational programs targeted toward new public health administrators and nursing administrators. The programs are part of the Institute's continuing effort to provide training to strengthen the skills and knowledge of the current public health workforce

Intended Audience

Public health administrators and nurse administrators who are relatively new in their positions (3 years or less) and who seek to enhance their skills and knowledge 

Learning Objectives

At the conclusion of this course, you will be able to:

  • Discuss Public Health's scope of practice (i.e. the Ten Essential Public Health Services).
  • Describe the rationale for Strategic Planning in Public Health.
  • Discuss the guiding principles of strategic planning.
